Synopsis

Siobhan Maher has provided environmental consultancy services to business, industry and the public sectors for the past 16 years.

Before setting up Redkite Environmental Ltd. in 2014, Siobhan worked for one year with OES Consulting, developing their business and providing expertise in EIA and in particular remedial Environmental Impact Statements (EISs) and Natura Impact Statements (NISs). Projects assessed mainly covered the extractive and biofuel industries.

Prior to this, Siobhan was a Technical Director with Malone O’ Regan Environmental Services (MORES) since 2001, having joined the firm as a Consultant in 1998. During her time with MORES, Siobhan project managed and delivered over fifty Environmental Impact Statements for both public and private sector clients ranging from port development, road schemes and flood relief programmes to business and retail, residential, and leisure and recreation projects.

She was also responsible for project managing IPPC (now IE) license applications, reviews and amendments on behalf of industrial clients and assisted them with compliance issues. She has a wealth of experience in liaising with the EPA on behalf of clients and has been involved in the preparation of environmental liability and closure plans, firewater risk assessments, development of EMSs, monitoring programmes and one-off specialist studies as required by the EPA of license holders.

Siobhan is a Member of the Institute of Acoustics and is proficient in developing environmental noise monitoring programmes and noise prediction modelling. She can also conduct occupational noise surveys and can provide advice on building acoustics and noise abatement.

Prior to joining Malone O’ Regan Siobhan was employed by Oral B Laboratories, Ireland (now part of Proctor & Gamble) from September 1995 to October 1998. During that time she was responsible for certification of the company's EMS to ISO 14001 in 1996 and was a key member of the Environmental Health and Safety Committee.

In the past, Siobhan has also taught Open University students on a range of environmental topics including noise, air and water.

Education

Siobhan graduated from Dublin City University in 1991 with a degree in Analytical Science. She later obtained a Master's degree in Environmental Management from the University of Limerick. In 2001, she successfully completed a Diploma in Acoustics and Noise Control from the University of Ulster.

Typical Project Examples:

EIA projects include proposed oil terminal (SEVESO site) at Belview Port, harbour improvements at Cape Clear, new pedestrian bridge, Kilkenny. Past EIA projects include Biodiesel Plant, Marshmeadows, New Ross, Drogheda Port Capital Dredging Scheme, Extension of Belview Port, Co. Kilkenny, Slaney Flood Relief Scheme, Tullow, Co. Carlow, and Poolbeg Peninsula Planning Scheme, Dublin City.

Projects managed have involved development within sensitive areas and have required public consultation, attendance at Special Interest Group Meetings and presentation of information at An Bord Pleanala hearings. The role of EIS project manager has required the development of knowledge in a wide variety of both technical and non-technical areas such as hydrology, hydrogeology/geology, air quality and climate, landscape and visual impact assessment, architectural heritage and archaeology, flora and fauna, socio-economic and planning law.

Project management of IPPC now IE review applications, license transfer, preparation of and gaining EPA approval of closure plans and environmental liability risk assessments. Past projects Siobhan has been involved in include the former Waterford Stanley and Waterford Crystal Brownfield sites also existing facilities including Thermoking Galway, Danone Babyfood Cork and Lakeland Diaries, Cavan.

Siobhan has acted as acoustic specialist for Aldi Ireland for the past 10 years. She has provided building acoustics advice on the Beacon Hospital and Beacon South Quarter, providing abatement solutions to industrial clients including Danone Babyfood, Smartply and Nypro Healthcare following noise source modelling.
